What is the long-term tax-exempt rate?

The long-term tax-exempt rate is the highest of the adjusted federal long-term rates in effect for any month in the three month period ending with the calendar month in which the ownership change occurred. The rate is published monthly in the Internal Revenue Bulletin, which can be accessed at http://www.irs.gov/irb/.
